It&#8217;s peppery, flavorful, and damn delicious. I&#8217;ve made that a few times in my kitchen &amp; devoured it with noodles. This time, I cooked the black pepper beef in the Instant Pot. There will be some liquid in the pot, save that liquid or beef broth along with beef.<\/li>\n<li class=\"instruction\">Transfer the beef and the liquid to a large bowl, keep it covered.<\/li>\n<li class=\"instruction\">To the same stainless steel pot, add oil.<\/li>\n<li class=\"instruction\">Add garlic &amp; ginger, saute for a minute.<\/li>\n<li class=\"instruction\">Add minced onion &amp; green onions, saute for 2 minutes.<\/li>\n<li class=\"instruction\">Add diced onion &amp; green pepper, stir fry for a minute. Do not overcook the green pepper, has to be crisp.<\/li>\n<li class=\"instruction\">Add the cooked beef &amp; liquid. Combine well.<\/li>\n<li class=\"instruction\">Add ground pepper, tomato sauce, soy sauce &amp; dark soy sauce, combine well.<\/li>\n<li class=\"instruction\">Dark soy sauce will impart a nice dark color to this dish.<\/li>\n<li class=\"instruction\">Add ground black pepper based on your heat level.<\/li>\n<li class=\"instruction\">Add 1\/2 cup water, combine well.<\/li>\n<li class=\"instruction\">In a small bowl, combine cornstarch with 3 tbsp cold water.<\/li>\n<li class=\"instruction\">Add the cornstarch slurry to the beef, combine well.<\/li>\n<li class=\"instruction\">The gravy will thicken right away.
