Add chopped garlic, saute till light golden in color.
Add dried chili flakes, saute for a few seconds.
Add shallots, saute till shallots turn golden in color.
Add broccoli florets, combine well.
Add ½ cup water, cook covered till broccoli has turned soft.
Add soy sauce & hoisin sauce, combine well.
Add ground black pepper, and stir fry over high heat for a few minutes.
Transfer to a bowl.
