Let marinate for 30 minutes to an hour. In a bowl, soak 2 cups white basmati rice in 3 cups water for 15 minutes. After 15 minutes, rinse the soaked basmati rice taken in a strainer under running water. Slice 1 onion, fry the onion in oil till golden brown; keep aside. Turn on the Instant Pot. Select Saute setting, temperature should be normal or medium. Add oil, dried bay leaves; saute for a few seconds. Add onions, season with salt; saute for 5 minutes till translucent. Don't brown the onions, this will cause the bottom of the stainless steel pot to turn brown. Add tomatoes, saute for a minute. Add the marinated beef. Add mint & cilantro, combine well. Ensure the bottom of the stainless steel hasn't turned brown. Close the pot with the lid. Select pressure cook setting, set the time to 20 minutes at high pressure. After 20 minutes of pressure cooking, let the pressure release naturally for 5 minutes and then do a quick pressure releasse. Open the lid, aromatic beef & gravy. There will be around 1¼ cups liquid in the pot. To be precise you can measure the liquid. Add 1 cup water. Add the soaked basmati rice. In the Instant Pot, for 2 cups rice, 2¼ cups liquid is required; rice will turn soft. I've soaked the saffron in 1 tbsp water for 5 minutes. Add that to the pot. Add mint leaves & cilantro Add half of the fried onions, garam masala & 1 tsp salt. Combine everything well. Close the pot with the lid. Select pressure cook setting, set time to 6 minutes at high pressure. After 6 minutes of pressure cooking, do a quick pressure release. Open the lid, keep the pot covered for 5 minutes. Serve onto plates, garnish with fried onions, roasted cashew nuts & raisins. Enjoy this aromatic & delicious beef biryani along with raita, pickle & pappad. YUM!
